NPHET recommends facemasks for children aged 9 and older

THE NATIONAL PUBLIC Health Emergency Team has recommended to Government that masks should be worn by children who are aged nine and older, it is understood. 

Up until now, children aged under 13 have been mostly exempt from having to wear face coverings in indoor settings, with healthcare settings, Covid test centres, and children under 13 who are attending secondary school deemed as exceptions. 

This latest advice means that children aged 9-12 will now be advised to wear masks indoors in settings such as shops, it is understood.

‘Further restrictions’

Earlier today, Tánaiste Leo Varadkar said that further restrictions may be needed before Christmas to reduce the spread of Covid-19.

The Tánaiste said case numbers may be starting to plateau or peak, but added that he would like to see them fall ahead of the holiday season.

He said it would be a “big mistake” if the Government imposed new restrictions in the coming days to find out that the country has “turned a corner anyway”.

Fine Gael leader told RTÉ’s Claire Byrne Live that restrictions may need to be increased coming into the Christmas period, but the Government would try to avoid a full lockdown.

“I think we may need more restrictions heading into the Christmas period but I don’t think we need to be fatalistic about a return to any form of lockdown or even a ‘lockdown light’, and I think we should try to avoid that,” Varadkar said.

He added that the behaviour changes people have made in recent weeks are helping stem the spread of the virus, and the third dose of the vaccine is also making a difference.

Varadkar added that he believes the outcome of today’s meeting of the National Public Health Emergency Team (NPHET) would be further advice regarding children.

NPHET is set to meet today to consider the current situation with the virus and its advice to the government.

The Tánaiste defended the government’s position that schools are safer than other environments – a message that has been iterated by ministers and health officials, though Deputy Chief Medical Officer Dr Ronan Glynn said yesterday that health officials “never said schools are safe”.

“There’s no place that’s 100% place in a pandemic other than having no contact with anyone ever,” Varadkar said.

“But as far as places go, schools are safe,” he said, adding that he believes children are safer in schools than at someone’s house or an extra-curricular activity.

This afternoon, the European Medicines Agency (EMA) gave the green light for the Pfizer/BioNTech vaccine to be given to children aged five to 11.

The dose for the children would be lower compared to older age groups and would be given as two injections in the upper arm.

Speaking a couple of hours ahead of the announcement, the Tánaiste said: “We expect a decision soon from the EMA on allowing us to offer vaccines to children in that age group”

“That’s an important thing to do once we get the go ahead for that and that will help a lot.”

He said that NPHET and HIQA are examining whether there are additional actions to take in schools – “for example, primary school children being asked to wear masks”.

“[That is] something we haven’t wanted to do up to now because it’s very hard to ask young kids to do that, but it might be in their interest.”

During Leaders’ Questions today, Varadkar defended the PCR testing system, stating that it is at its highest level.

Buying a ticket to see Garth Brooks is easier than booking an appointment for a Covid-19 test, Sinn Fein’s Pearse Doherty said.

It has been “impossible” to book a PCR test in most counties as demand soared in recent weeks.

The HSE’s self-referral portal shows no availability in almost 20 counties.

Doherty said some people have offered to swap concert tickets for a PCR test.

“I’m sure we’ve all seen the comments on social media, the bit of banter about how it’s easier to get Garth Brooks tickets in the state than it is to get a PCR test,” Doherty told the Dail

“Others are posting that they’ve got Garth Brooks tickets and are willing to swap for a PCR slot.

“While that might be a bit of light banter, the reality is very, very serious.

“It’s impossible to book a PCR test in most of this state.

“In Dublin there is no slots available, Carlow none, Cork, Kerry, Kildare, Kilkenny, Laois, Leitrim, Meath, Offaly, Meath, Tipperary, Waterford, West Meath, Wexford or Wicklow.

Varadkar said there has been an “extremely high and sustained” demand for tests in recent weeks, compounded by people suffering other respiratory illnesses.

“It is necessary for us to prioritise and to adjust testing criteria in order to prioritise those most in need of a test,” he added.

“The system is operating in excess of surge capacity.”

Professor Mary Horgan, the president of the Royal College of Physicians in Ireland and a member of NPHET, also said today that masks in primary schools may need to be considered.

“We know for the past few months that the incidence of infection in primary school children is higher than the rest of the population,” Professor Horgan said.

Speaking on Morning Ireland, she said that “firstly, they are a group that haven’t been vaccinated, we know how effective vaccines are” and “secondly, they still don’t use masks, the rest of the population do”.

“We want to reduce the infection as much as we possibly can,” Professor Horgan said.

Last Christmas, as ministers rashly promised five days of festive family gatherings while a new variant gathered pace, Boris Johnson held out until the final hours until he bowed to the inevitable and cancelled Christmas.

Despite rising cases in Europe and new restrictions on the continent, ministers had been bullish about going ahead with Christmas gatherings this year. Cabinet ministers have already sent invites for the Christmas drinks dos.

No 10 has been encouraged that a concerted push for the booster jab programme has seen take-up increase and, although case numbers remain high, deaths and hospitalisations are being kept roughly stable by the vaccine programme – though they are in higher numbers than many countries would tolerate.

Some scientists have warned that people should put off making Christmas plans – but caution is not a word you hear very often on ministers’ lips.

Johnson has always hedged his comments when he is asked about Christmas – roughly once a week – with the caveat that new variants could throw plans off course. Now the worst news has come from South Africa: a variant has emerged that is feared to be more transmissible than others and has the potential to evade immunity.

This time, No 10 has acted fast to place South Africa on the red list from midday on Friday, along with Namibia, Lesotho, Botswana, Eswatini and Zimbabwe. Whitehall sources talk in grave terms about the threat the variant poses, saying it is the most severe threat to the UK’s vaccine programme they have seen.

Yet despite the fast action, the UK has recently drastically lowered its guard against the threat of new variants. All countries had been taken off the red list and the government now allows travellers to take a lateral flow test on day two when they return from abroad, though those who test positive are asked to also take a PCR.

But because lateral flow tests are carried out at home and then thrown away, rather than analysed in a lab, it means that there is a delay in sequencing any potential new variants and working out their origin.

It is too early to make any call about how big a threat the variant poses to Christmas plans. But it will come as a huge blow to more than 100,000 South Africans living in the UK, kept apart from family for almost the entire pandemic and for whom travel had only recently opened up.

It’s Brexmas! From turkeys to alcohol, how will shortages affect Christmas?

With less than a month to go until Christmas, many retailers are not only having to deal with the impact of the pandemic and a global supply chain crisis but are also experiencing the full impact of Brexit on festive demands for the first time.

Here we talk to the people behind four key components of the festive period to see whether we will notice the impact in our houses and at our tables this year.

CHRISTMAS TREES

An estimated six to eight million Christmas trees are sold every year in the UK – each of which has to be felled, pulled out of the field, packed and handed over to the customer.

Usually growers rely on the help of a seasonal workforce to get the job done, many of whom come from outside the UK. But this year, as a result of Brexit, growers have had to find local labourers to step in who may not be as skilled and as a result took longer to do the work. It is feared that this, along with Brexit-related transport issues, could lead to tree shortages.

Christopher Hood, the director and founder of Swindon-based Needlefresh, the UK’s largest supplier of trees to blue-chip retail businesses such as Waitrose and Tesco, said that in more than 30 years of working in the business, this season has been one of his hardest and the first time that he has really felt the Brexit effect.

“This is the first year we’ve had real challenges with labour and with transport. We felt it much more this year than last year.” He usually hires 80 to 90 people each year, many of whom usually come from eastern Europe. But this year he had to find and train local labourers.

Another factor causing issues is transport, caused by a shortage of HGV drivers and the fact that most British trees are grown in Scotland.

Hood, whose company uses 700 lorries a year to move trees around the country, said: “We’re having to work a lot harder to get the results and we’re having to ask customers to be much more flexible as to when they take delivery of the trees.”

While he believes he will satisfy all of his tree orders, he has heard that some growers are getting “extremely behind”. He said it is too early to say whether there will be shortages, but that it will become apparent in the next two weeks. “It won’t be a matter of availability of product, it will be the ability to get that product to market.”

The British Christmas Tree Growers Association reported a rise in early inquiries from retailers but urged shoppers not to panic.

ALCOHOL

Amid Brexit border control issues, shortages of HGV drivers and other staff, combined with pandemic business closures and global shipping disruption, industry leaders have warned of a “cocktail of chaos” that they say could lead to Christmas alcohol shortages.

In a letter to transport secretary Grant Shapps last week a group of 48 wine and spirits companies said rising costs and supply chain chaos have caused delays in wine and spirit deliveries which could lead to empty drinks aisles in supermarkets.

Miles Beale, the chief executive of the Wine and Spirit Trade Association, which coordinated the letter, said the confluence of factors has led to “problems in the supply chain leaving our wine and spirit members faced with major issues getting deliveries to supermarkets, off-licences, pubs and restaurants.” He called on the government to take “action as a matter of urgency to save British business from facing huge losses”.

Pierre Mansour, director of wine at Stevenage-based the Wine Society, said despite having planned for Brexit since the middle of last year, it has made moving stock from vineyards in Europe to the UK “the most logistically and operationally challenging Christmas we’ve had to date”.

In the last 12 weeks of 2019, not including bar, pub and restaurant sales, over 403 million bottles of wine and spirits were sold in the UK, according to Nielsen data, with a total value of £3.4bn. Will there be enough to go around this year?

With shipping times doubled, Mansour advised people to order early, especially if they want a specific brand. Already he said demand is higher than this time last year, which was a record-breaking year for the cooperative wine merchant, with many customers ordering magnums for, Covid-permitting, big family gatherings.

TOYS AND GIFTS

After months of talk of fears of empty shelves in toy shops as a result of the global shipping crisis, industry leaders say there will be toys on the shelves after all, but that if you’re looking for something specific, it’s best to buy it sooner rather than later.

Roland Earl, director general of the British Toy & Hobby Association, said: “There will be toys in the shops but there might not be as many choices as there might be in a normal year.” For those seeking a specific gift, he advised people to buy it when they see it rather than wait because once it sells out “restocking is difficult”.

This festive season has been, he said, a “bit of a nightmare” for the industry with “multiple things all happening at the same time”.

FOOD

While fears around turkey availability appear to have calmed for now, after the government introduced a temporary visa scheme for seasonal poultry workers, the supply of other Christmas staples such as pigs in blankets is still less than certain.

Earlier this month the National Pig Association said thousands of pigs had been culled on British farms, and thousands of more were likely to follow, because of a shortage of skilled labour in the UK following Brexit and warned of a “catastrophic collapse” in the price of pork.

The government has introduced an emergency visa scheme for 800 butchers to come from outside the UK in the run-up to Christmas but they are reportedly not expected to start work until January.

Sophie Hope, a pig farmer at Alexander and Angell Farms in Gloucestershire, said a shortage of skilled workers in processing plants who usually come from the EU has led to a backlog of pigs. That in turn has led to some farmers having to cull pigs on site which means they cannot be sold. Others end up with pigs that are too big and lose half their value. Hope believes there will be shortages of British pork at Christmas. “There’s not a shortage of pigs on the ground, but they’re not being able to be slaughtered and processed,” she said. She fears shops may instead import pork to fill gaps on shelves, which she said, “obviously doesn’t help us British farmers at all”.

Meanwhile, shoppers appear to be getting their orders for Christmas food in early. Marks & Spencer said it closed its Christmas food-order service early this year because all the slots were taken more quickly than normal – despite having more slots: “There’s not been a supply issue but certainly shoppers did shop early.”

A government spokesperson said the food supply chain is “highly resilient” and has “coped well in responding to unprecedented challenges.”

BERLIN — Germany approved new measures Thursday to rein in record coronavirus infections as Chancellor Angela Merkel called the pandemic situation in the country “very serious” and said it was “high time” to contain the spread of the virus.

“The situation is highly dramatic and it will be very important now that action is taken quickly, that action is taken consistently, that better control is taken,” Merkel told reporters Thursday night in Berlin. She had earlier held a videoconference with Vice Chancellor Olaf Scholz and Germany’s 16 state governors to coordinate the country’s response to a surge in coronavirus cases.

Merkel said participants in the meeting had agreed that tightening of measures against the virus would in the future be linked to the number of hospital admissions of COVID-19 patients per 100,000 people over a seven-day period. The states are also considering mandatory vaccinations for some professional groups such as medical staff and nursing home employees.

Earlier on Thursday, lawmakers in the Bundestag passed legislation to rein in the virus with votes from the center-left Social Democrats, the environmentalist Greens and the pro-business Free Democrats. The three parties are currently negotiating to form a new government.

The new measures include requirements for employees to prove they are vaccinated, recently recovered from COVID-19 or have tested negative for the virus in order to access communal workplaces; a similar rule will apply to public transport. The measures need to be approved by Germany’s upper house of parliament, the Bundesrat, which could happen Friday.

Outgoing Chancellor Merkel’s center-right Christian Democrats had wanted to extend existing rules that expire this month and which have served as the basis for numerous national and state-wide restrictions since March 2020. In the future, Germany’s 16 states will only be able to impose restrictions on cultural and sports events if their regional assemblies approve the measure.

Merkel’s party criticized the new rules, saying they would weaken the instruments at authorities’ disposal at a time when infections are soaring again.

Germany’s disease control agency, the Robert Koch Institute, reported 65,371 new daily infections, shattering the previous 24-hour record and continuing an upward trend that experts have warned about for weeks. Total deaths are nearing 100,000, with 264 reported on Wednesday alone.

“We are currently heading toward a serious emergency,” institute director Lothar Wieler said during an online debate late Wednesday. “We are going to have a really terrible Christmas if we don’t take countermeasures now.”

Wieler said Germany needs to increase its COVID-19 vaccination rate, which now stands at 67.7%, to significantly above 75%.

The eastern state of Saxony, which at 57.6% has the country’s lowest immunization rate, is poised to impose a limited lockdown in response to soaring infection numbers.

Governor Michael Kretschmer said the state government would decide on a “hard and clear wave breaker” Friday lasting two to three weeks.

Official figures show Saxony had more than 761 newly confirmed cases per 100,000 inhabitants in the past week, the highest rate in Germany.

Germany’s independent vaccine advisory panel said Thursday that it recommends booster shots for all people over 18. Merkel said everything would be done to make available booster shots against the virus as quickly as possible. She said that about 27 million people needed to get a booster shot soon.

Wieler, the head of the disease control agency, warned that hospitals across Germany are struggling to find beds for COVID-19 patients and those with other illnesses.

Hospitals in the southeastern district of Rottal-Inn appealed this week for nurses and doctors to get in touch, saying it could use the help of “every hand (to) cope with this difficult situation.”

Neighboring Austria recorded 15,145 newly confirmed COVID-19 cases in the past 24 hours, authorities said Thursday.

The country imposed a lockdown on unvaccinated people this week. But two states — Salzburg and Upper Austria — are poised to extend the measure to vaccinated people as well

In the capital Vienna, officials sent unsolicited vaccination appointments to some 340,000 residents who haven’t yet received a shot.

London Tube passengers warned of severe strike disruption from Friday

London Underground workers have planned a series of strikes in the run-up to Christmas to protest against “unacceptable” Tube drivers’ rotas.

This weekend, members of the Rail, Maritime and Transport (RMT) union are planning to take industrial action during the day and night.

The first two days of the industrial action, on Friday 26 and Saturday 27 November, are set to coincide with the reintroduction of Night Tube services since they were suspended in March 2020.

RMT members are also planning to strike on six other nights: this Sunday (28 November), and on Friday 3 December, Saturday 4, Friday 10, Saturday 11, and Friday 17.

The overnight strikes are scheduled from 8.30pm to last until 4.30am the next morning.

Transport for London (TfL) said if the action goes ahead it would severely disrupt day and night services on the Central, Jubilee, Northern, Piccadilly and Victoria lines.

An RMT spokesman confirmed to The Independent that the strike is set to go ahead from this Friday night – but both sides have not ruled out further talks.

The Night Tube, which has run on Fridays and Saturdays since August 2016, is resuming this weekend after the services were suspended during the pandemic due to lack of demand and staff because of social distancing regulations.

In October, it was announced that the restarting of the Night Tube had been brought forward from April 2022.

It came after the public had demanded safer night-time transport for women after a number of attacks, rapes and murders in London.

Businesses and politicians have also called for a quicker restarting of the Night Tube to help boost trade of night-time industries.

After the announcement that the Night Tube is resuming five months earlier than expected, RMT outlined its demands and slammed “the imposition of unacceptable and intolerable” shift scheduling.

The union said the new rotas would “wreck work-life balance by bulldozing through additional night and weekend working.”

The RMT said that Tube management members them with “no alternative” but to take industrial action after having “failed to engage positively”.

General secretary Mick Lynch said: “We have made every effort in Acas and direct talks to resolve this dispute – but it is clear that LU bosses are driven solely by the bottom line and have no interest whatsoever in the wellbeing of their staff or the service to passengers.

“We will take no lectures from LU on safety as no one has worked harder to ensure a safe environment for women on London Underground than the RMT.

“While Tube bosses have axed staff and left stations routinely unstaffed, with all of the obvious risks, we have campaigned relentlessly for the front line, physical ‎presence of visible staff on stations and platforms. LU have ignored us as cuts come first.

“We are now being repaid by the imposition of working arrangements that would wreck the work-life balance of our members. No one should underestimate the anger this issue has generated amongst drivers.

“All of this was avoidable if the Tube management hadn’t axed dedicated Night Tube staff and perfectly workable arrangements in order to cut staffing numbers and costs. 

“RMT has supported the introduction of the Night Tube but we know full well that prior to its suspension during the pandemic it was a magnet for violent, abusive and anti-social behaviour and trying to run it on the cheap will make that situation even worse.

“We warned months ago that slashing 200 Night Tube Train Driver positions would create a staffing nightmare and LU need to start facing up to that reality and soon. The union remains available for further talks.”

Nick Dent, director of London Underground customer operations, said: “At such a pivotal time for the capital’s recovery, we are hugely disappointed that the RMT is threatening London with this unnecessary action.

“By making changes to Tube driver rosters, we have provided greater flexibility for drivers as well as permanent work and job certainty, something welcomed by all other unions.

“The return of Night Tube is a hugely significant moment for the night-time economy and for Londoners travelling late at night who will have improved journey times and an additional safe travel option.

“We have been meeting with RMT for a number of months through Acas to try and resolve their issues and we remain open to talking further.”
